Phyllis was born in Hoquiam, Washington, to Ella C. Beck and Edward P. Price.
Her grandmother, Esther A. (nee Lindholm) Beck, was her corner stone and was often admired for the care and security she provided to her while she was growing up.
Phyllis married Kent O. Loobey in Dec. of 1964. Together they raised their daughter, Gonya D. Loobey. In 1974, she was hired by Lane Transit District in Eugene, Oregon, and in 1979 she became general manager, a position she held until her retirement in 2000.
She then became increasingly more active in the League of Women Voters of Lane County, eventually becoming the treasurer. Phyllis was lauded for her civic involvement, her progressive point of view, her intelligence and her wit. She loved art, cooking, French cuisine and a well-articulated sentiment. Never afraid to have her fancy tickled, she had an infectious laugh, a pretty smile and unwavering loyalty to her loved ones. a celebration of life is to be held in Eugene, March 1, 2020.
