Two state troopers honored

Two Twin Harbors state patrolmen, one from Hoquiam and the other from Naselle, received the Washington State Patrol Life Saving Award on Thursday.

Troopers must be recommended by their supervisors for this award, according to State Patrol spokeswoman Chelsea A. Hodgson.

Trooper David Franzmann of Hoquiam was honored for his handling of an April 17 call in which a teenager was found unresponsive in the 100 block of Anderson Place in Elma. According to Hodgson, the 17-year-old male was not breathing when Franzmann arrived, and Elma Police Department officers were performing CPR. Franzmann provided a 4 mg dose of Naloxone and continued CPR with Elma officers until the young man started breathing on his own.

Medics arrived and transported the teen to Summit Pacific Hospital, where he regained consciousness and ultimately survived what was determined to be a narcotics overdose, according to Hodgson.

The other honoree, Trooper Edgar Quintero of Naselle, responded to a shooting and stabbing incident April 30 in Ilwaco. He was the first law enforcement officer on scene, finding multiple victims, said Hodgson. After determining the suspect was no longer a threat, Quintero tended to injured victims, including a man bleeding heavily from his right arm.

Quintero determined the injury was potentially fatal and applied a tourniquet to the victim’s upper arm. He then retrieved his trauma kit and applied bandages to open wounds on the victim’s arm and torso. Aid arrived on scene and transported the victim, who survived. Other officers and medics on scene said Quintero’s actions ultimately saved the victim’s life, Hodgson said.
